Cypriot terms for an energy deal with "Turkey"

"Turkey" threatens Israel and others not to collaborate with Cyprus on energy matters. The truth is however that "Turkey" has no legal leg to stand on. Having said that, Cyprus could agree to pass a pipeline through
"Turkey" if all of the below conditions are met:
  1. Turkish troops withdraw immediately (unconditionally)
  2. Turkish settlers are repatriated back to "Turkey" within six months (unconditionally)
  3. "Turkey" and Cyprus agree on a single definition of POLITICAL EQUALITY and for its uniform application to address their minority communities' demands, Cyprus for its 80.000 Turkish Cypriots and "Turkey" for its 23 million Kurds
  4. "Turkey" pays Cyprus 200 billion euros, the estimated cost of its illegal invasion and illegal 40 year occupation.
Ps. The 4th condition could be negotiated.

Turkey's Kurds & Cyprus' tCypriots

As either unitary state or federation solutions are discussed as replacements to Cyprus' 1960 and Turkey's 1923 unworkable constitutions, should we abide by "if a right is a right too many for Turkey's Kurdish community (circa 23% of population) then that right is a right too many for Cyprus' tCypriot community too (circa 15%), and vice versa." Is the adoption of this fair logic the catalyst to securing just solutions for both UN countries.
